Trump's Ambitious Claim on American Oil Investment in Venezuela Faces Industry Doubt.

Energy analysts have voiced deep caution regarding bullish predictions that US energy majors will swiftly commit tens of billions of dollars to revive Venezuela's dilapidated energy sector.

Requirement of Solid Guarantees

Absent an “iron-clad guarantee” of complete repayment from the Washington, experts believe international firms to move with significant hesitation.

“It seems too early to speculate on any potential investments,” a representative said recently.

The ambitious timeline of less than 18 months has been boldly suggested. Nevertheless, realistic assessments paint a different picture.

A More Realistic Schedule

“It’s probably going to take multiple years for any meaningful recovery in production,” noted an energy analyst.

Experts believe oil companies would likely spend:

  • The first year: Sorting through new regulatory frameworks.
  • Year two: Commencing rebuilding of facilities.
  • Final phase: Reaching a position to significantly ramp up output.

The result could be an boost of around 500,000 barrels per day maybe by late 2028.

Appetite Compared to Willingness for Investment

There is a key distinction between multinationals’ interest and their readiness to commit heavily.

“I believe their interest is an high score, on a scale of ten. I think their readiness is a four or five, because there is a lack of certainty yet.”

Seasoned operators in the sector share this caution. The expectation is that firms will politically talk up the opportunity while privately acting with deliberate slowness.

The Enormous Price Tag

The financial outlay would be enormous. University estimates suggest that adding between 500,000 and a million barrels per day would require more than $10 billion in capital spending over two to three years.

However, restoring production to historical levels of around 2.5 million barrels per day could require a staggering $80 billion to $90 billion over six or seven years.

The Outstanding Question of Federal Guarantees

The suggestion of firms being reimbursed by the federal government has been often raised. However, specific plans on this proposal have so far not been announced.

Without clarity is the main reason for the sector's caution. Operators seek protection against sovereign risk and the chance that a different administration could cancel any promise.

“It is essential to be insured against sovereign risk, that we’ve experienced in Venezuela previously.”

Ultimately, while rhetorical optimism runs high, the operational realities suggest a journey of measured steps for potential significant financial commitment in the Venezuelan energy industry.
